An Onsite Emergency Plan (OEP) is a formal document that identifies the major accident scenarios at an industrial facility and prescribes the procedures, responsibilities, resources, and actions to respond effectively — protecting workers, contractors, and the community. Under MSIHC Rules 1989 (Rule 13, Schedule 5), every Major Hazard Installation (MHI) in Gujarat must prepare, maintain, and periodically test its OEP. DISH Gujarat conducts inspections verifying OEP currency, completeness, and mock drill compliance.

MSIHC Rules — Mandatory for MHI Facilities

Any Gujarat industry handling Schedule 1 chemicals above threshold quantities must have a current OEP per MSIHC Rules Schedule 5. DISH Gujarat MHI inspections verify OEP documentation and annual mock drill records.

MoEFCC EC Conditions Require OEP
